It was opened by Sekda I Nyoman Yasa, represent for the governor of Bali, Dewa Made Berathe. This occasion was held in Kuta Central Park in Tuesday, March 30th 2007.

The Grand Opening was mark with tape cutting by the head of TP. PKK Bali, Nyoman Mas Beratha, and also with deputy of DPRD Bali, IGK Adhiputra and major of Bandung district, AA.Gede Agung, SH. attendance.
